4.3 Construct C: Individual Innovation behaviour
This section presents results for Construct C of MIMI: Individual Innovation Behaviour. Table 4 displays the scores for Construct C for the Nala Local Municipality in comparison to the national average. The average score for Nala Local Municipality was 1, which is two points below from the national average. The municipality scored 2 in idea screening, and networking behaviour. A score of 1 was recorded for knowledge management, knowledge use, and innovation collaboration.

4.4 MIMI Maturity Level for the Nala Local Municipality
Table 5 shows the MIMI Maturity Level for the Nala Local municipality. The municipality obtained an Innovation Maturity Level of 1 for 2024-2025. The score of 1 means that innovation in this municipality is limited, if present at all. There is minimal awareness or evidence of innovation among individual officials or within the organization as a whole. The importance of innovation is not yet adequately recognized. At Maturity Level 1, the municipality shows only limited processes, awareness, and understanding related to innovation. It has not established any formal processes for innovation, nor has it implemented performance measurements, rules and procedures, or allocated resources— whether human, financial, or infrastructural—to support innovative efforts. Collaboration and the flow of ideas are minimal, and officials are not actively involved in innovation. Technology projects are neither tested nor supported. The municipality does not actively seek innovative solutions and lacks systems and business processes to record, store, or retrieve knowledge. As a result, knowledge is not applied to develop new practices or improve service delivery.

Table 6 presents the MIMI Maturity Levels across all participating municipalities. Innovation is applied. there is evidence of implementation in certain departments of the municipality. Innovation is repeatable, but irregular. On average, the Nala Local municipality performed relatively low from most municipalities. For example, the maturity level 1, which is one point low from the average maturity level of 2 nationally.
5. Conclusion
The Nala Local municipality scored an average maturity level of 1. Innovation is limited if it is present. there is evidence of implementation in certain departments of the municipality. Innovation is repeatable, but irregular. The municipality was consistently ranked the low in most municipalities that participated in MIMI. To progress to maturity level 2, 3, 4 or 5, the municipality should aim to improve on items in which it scored the same and below points as the national average.
