4.3 Construct C: Individual Innovation behaviour
This section presents results for Construct C of MIMI: Individual Innovation Behaviour. Table 4 displays the scores for Construct C for the uMgungundlovu District Municipality in comparison to the national average. The average score for uMgungundlovu was 3, which is equal to the national average. The municipality scored 3 in idea screening, knowledge management, knowledge use and networking behaviour. A score of 4 was recorded for innovation collaboration.

4.4 MIMI Maturity Level for the uMgungundlovu District Municipality
Table 5 shows the MIMI Maturity Level for the uMgungundlovu District Municipality. The municipality obtained an Innovation Maturity Level of 3. At Maturity Level 3, the municipality demonstrates awareness and understanding of innovation through applied processes, established rules and procedures, and performance measurements. It has allocated resources—human, infrastructural, and financial—to support innovation. There is evidence of collaboration and the flow of ideas, and officials are actively involved in innovation activities. Technology projects are tested and piloted, indicating a proactive approach to identifying innovative solutions. The municipality applies some systems and business processes to record, store, and retrieve knowledge, and there is evidence that this knowledge is used to develop new practices and improve service delivery. Innovation receives support at certain leadership levels, further enabling its integration into municipal operations.

Table 6 presents the MIMI Maturity Levels across all participating municipalities. Innovation is applied. there is evidence of implementation in certain departments of the municipality. Innovation is repeatable, but irregular. On average, the uMgungundlovu District performed relatively batter than most municipalities. For example, the maturity level 3 was one point higher than the average maturity level of 2 nationally.
5. Conclusion
The uMgungundlovu District Municipality scored an average maturity level of 3. Innovation is applied. there is evidence of implementation in certain departments of the municipality. Innovation is repeatable, but irregular. The municipality was consistently ranked higher than most municipalities that participated in MIMI. To progress to maturity level 4 or 5, the municipality should aim to improve on items in which it scored the same points as the national average.
