4. MIMI Results for the uMzinyathi District Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the uMzinyathi District Municipality in comparison to the national average. As indicated, the average score for uMzinyathi in Construct A was 2, which aligns with the national average of 2. Despite the average, the munic- ipality demonstrated strengths in several areas. It achieved a score of 4 in community participation in innovation, the highest among all indicators. Additionally, uMzinyathi scored 2 in several indicators except for staff incentives for innovation, interdepartmental collaboration for innovation, and external collaboration and partnerships for innova- tion where a score of 1 was achived in areas such as innovation linked to performance, staff incentives for innovation, accountability and transparency to support innovation, and inclusive decision-making for innovation. These suggest the municipality to shows some enabling conditions for fostering innovation, require improvement, particularly in financial and physical resources, external collaboration, and political support.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Con- struct B for the uMzinyathi District Municipality in comparison to the national average. The average score for uMzinyathi was 2, which is the same as the national average. The municipality scored 2 in openness to new ideas, understanding of innovation processes, encouragement of learning, support for testing innovations, and communication by management for innovation.
