Figure 16 illustrates whether municipalities face constraints in implementing innovation initiatives. An overwhelming 84% of senior officials reported that their municipality does face constraints, while only 16% indicated that they operate without such limitations. This finding signals a significant implementation gap, suggesting that despite growing interest and planning around innovation, many municipalities struggle with practical barriers. These constraints may include limited financial resources, shortage of skilled staff, bureaucratic hurdles, or challenges in change management and procurement processes.
