4.3 Construct C: Individual Innovation behaviour
This section presents results for Construct C of MIMI: Individual Innovation Behaviour. Table 4 displays the scores for Construct C for the City of Ekurhuleni Metropolitan Municipality in comparison to the national average. The average score for Ekurhuleni was 2, and the national average was 3. The municipality scored 3 in idea screening, 2 in knowledge management, networking behaviour, innovation collaboration and knowledge use. Notably, national scored higher than the municipality in all rankings.

4.4 MIMI Maturity Level for the City of Ekurhuleni Metropolitan Municipality
Table 5 shows the MIMI Maturity Level for the City of Ekurhuleni Metropolitan Municipality. The municipality obtained an Innovation Maturity Level of 3. An index of 3, according to the MIMI framework, implies that maturity level 3, which means that innovation in this municipality is applied, with evidence of its implementation in specific departments. Innovation receives support at certain leadership levels, further enabling its integration into municipal operations.

5. Conclusion
The City of Ekurhuleni Metropolitan Municipality scored an average maturity level of 3. The municipality has evidence of collaboration and the flow of ideas, and officials are actively involved in innovation activities. To improve on its innovation-linked strategies, they need to improve in all the categories in which they scored two or less.
