4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for Dr Beyers Naude Local Municipality in comparison to the national average. As indicated, the average score for Dr Beyers Naude Local Municipality in Construct A was 2, which was similar to the national average in this construct. Notably, the municipality had lowest score in financial resources for innovation, staff incentives for innovation and idea take-up processes. Furthermore, the municipality scored 2 in physical and human resources for innovation.
