WHAT ARE MY RESPONSIBILITIES?
While legislation holds local councils responsible for enforcing building safety laws within their municipality, building owners too have an obligation to maintain essential safety measures to ensure satisfactory operations.
Buildings built prior to July 1, 1994.
You are required to prepare an annual essential safety measures report for buildings built before July 1, 1994.
You are responsible for maintaining any safety equipment, safety fittings or safety measures, including exits and exit pathways.
You should also keep records of maintenance checks, safety measures and repair work for inspection or audit purposes, which must be provided to authorities within 48 hours of notification.
Ensure any proposed renovations or building work are passed a building surveyor to comply with government regulations.
Buildings built after July 1, 1994.
The list of essential safety measures, including performance levels, frequency and maintenance work, will be included with your occupancy permit or certificate of final inspection.
You are required to prepare an annual essential safety measure report on the building’s safety measures. You may elect to engage specialist maintenance contractors to help prepare your safety report.
Legislation requires owners:
Display all current occupancy permits
Documents can be framed, placed in sealed transparent or glass-covered notice board or, if multiple pages, laminated and suspended or fixed to the building.
Place permits in prominent position approved the building surveyor.
Check with building surveyor to determine when compliance is required.
Annual essential safety measures report must be complied in accordance with the approved form (available on the building commission website).
All safety reports and maintenance and repair records must be kept on-site and made available for inspection within 24 hours of notification.
An agent may complete the annual safety measures report on behalf of the owner.
