SAM V. LIMA - Owner
Sam Lima has devoted 28 years of service to the HBPA and remains very enthusiastic to serve for another term.
He is a tireless worker, always on the scene at Woodbine and Fort Erie to help solve problems.
A successful and active horse owner for 42 years, he has a true love for the sport.
Sam has been an accomplished entrepreneur in various businesses over the years. Many may remember his Casa Lima restaurant.
Now retired, he is able to devote unlimited time with his vast experience to help make the quality of life for horsepeople better in all ways.
CLAUDIA RABSTEIN - Owner
I am a Fort Erie based owner and am, also, licensed as an assistant trainer for my partner Henry Whalen. I was brought up in the thoroughbred industry working for Hindmarsh and Bo Teek on their breeding/training farms. My 15 years of racetrack experience stems from Nick Gonzalez, Edward Freeman and Ralph Biamonte. I am an articulate, knowledgeable and strong voice for my fellow horsemen from breeding to owning to training.
BERT SIMON - Owner
A businessman with lifetime ties to the Racing Industry; I have been involved as an owner, trainer and breeder.
Presently a licensed owner I maintain an eight horse racing stable at Fort Erie where my daughter, Lynn, operates a public stable. I have served as a director of the H.B.P.A. for the years 1996-2003
The racing industry and horsemen face many new challenges, especially at Fort Erie. Therefore, I have once again chosen to be a candidate for election to the H.B.P.A. Board where I will help horsemen by tapping into my previous experience.
I would appreciate your support and promise to work hard as your director.
CATHY MACLEAN - Owner
An effective H.B.P.A. director needs to bring boundless energy, passion and industry insight to the position. I’ve been an active member of the racing community for many years serving the industry as; H.B.P.A. horsemen’s representative; WEG employee; Director and later employ- ee of Long Run Thoroughbred Retirement Society as well as; participating in the industry as an owner.
I’ve had a love for racing my entire life and the experience I’ve gained in the industry allows me to offer the insight, compassion and enthusiasm required to represent you.
It would be an honour to act as your voice.
LARRY REGAN - Owner
Born Stratford, Ontario 1931. Educated St. Michael’s College. Married wife Gerry 1953. Raised seven children. Three sons actively engaged in racing. Owned and
operated a successful aggregate, general contracting and heavy haulage business for 40 years.
Retired from active business, Gerry and I own and operate a Thoroughbred breeding and training farm in Caledon. Have been an active owner and breeder since 1951.
President of HBPA Ontario 27 years. President of HBPA Canada 12 years. Sovereign Award Winner, Man of the Year 1989.
Inducted into Canadian Horse Racing Hall of Fame 1989.
Founding and present director of the E.P. Taylor Research Fund and the Avelino Gomez Foundation.
Past director of the CTHS and the Ontario Racing Commission Advisory Board.
A man of experience, knowledge, integrity, democracy and dedication.

The HBPA Election Trainer Candidates
RALPH BIAMONTE - Trainer
I’ve been an active member of Ontario’s racing community for 40 years. I currently own, or have ownership interests in 30 racehorses. Early retirement allows me the time to contribute, more fully, to dealing with the complex and costly issues that confront all members.
I’m completing my second term as a Director, and am pleased with the positive developments in several important areas. I’m very grateful for your past confidence. In order to maintain my commitment to serving the needs of the members, I respectfully request your continued support.
SCOTT FAIRLIE - Trainer
I am a family man who has been on the racetrack for over 25 years; starting as a hotwalker and groom as well as an exercise rider. I became a trainer as well as an owner in 1984. I have experience with the HBPA, coming off of my second term as a director and my goals for the coming term would be to continue to work towards providing better facilities on the backstretch to make it a safer place. I would also like to see the number of racing days increased during the early spring meet.
