Illegal Betting Operation Shut Down
Illegal betting operation shut down and criminal charges laid by police
A three week joint investigation conducted by the Ontario Racing Commission Investigative Unit and the Toronto Illegal Gambling Unit has resulted in criminal charges being laid in an illegal operation.
On Thursday, August 4, 2005, a search warrant was executed at the Parrot Nest Restaurant on Sheppard Ave West in Toronto, resulting in the seizure of approximately $9,000 worth of video and computer equipment used for book- making, and one illegal video gambling machine, worth an estimated $2,000.
It is alleged that people were coming to the restaurant and placing illegal bets on
the outcome of horse races that were shown live on a website and that the owner was paying money on credits earned by a player during play.
Rayward Singh, 50, of Etobicoke, has been charged with Keep Common Betting House, Engage in Betting, Record and Register Bets, Keep Machines for Gambling, Control Monies in Relation to Book Making and Control Monies in Relation to Gambling Machines. He is scheduled to appear in court on Sept. 20.

......that the backstretch might ultimately be sacrificed in the name of commerce and Willmot’s response to a question of that nature is not thoroughly mollifying.
“We have spent $15 million on the backstretch in the last three years with new barns and sprinkler systems,” says Willmot, “We have no intention of doing that for any short term period. There’s nothing that I know of that would in any way interfere with the backstretch for at least ten years or maybe never.”
But Willmot shares a personal opinion that some back-stretchers might find unsettling.
“This backstretch has airplanes flying overhead and is right by the airport and beside an asphalt plant. Personally someday, I believe the horses should be trained in a rural setting and shipped in as they do in Hong Kong, in England, in Tokyo and in France, and trained where the air is healthier for them.”
What’s healthy for horse racing is that Woodbine Live! will attract millions more to Rexdale and Highway 7 and that has Willmot humming With A Little Bit O’ Luck.
“If only 5% of the new visitors get interested in horse racing, the economic benefits of that will be significant,” he states,
“What I want to be said of me when I leave, whenever the heck that is, is that Willmot started with purses that were down there, and when he left we had the highest purses in North America and we’re not going to stop until we get there.”

Former HBPA Employee Charged With Fraud
The result of an extensive seven-month investigation by the Ontario Racing Commission Investigative Unit in cooperation with the Toronto Police Service has led to the arrest of the former financial administrator with the HBPA.
In late fall 2004 the HBPA conducted an internal investigation of banking
irregularities involving the Owners' Awards Program. The HBPA immediately contacted the ORC with their discovery.
Leslie Smith, aged 42, of Mississauga has been charged with one count of Criminal Breach of Trust and one count of Fraud over $5,000.00.
