school teachers and students (Action Items 1.6 and 1.7). Communities are to monitor unlawful infilling of drainage channels, improper waste disposal, and damage to green space. The CRO specifically calls on Bending Bamboo to grow resiliency knowledge among high school students through pilot activities—planting trees, saving water, and saying no to plastic waste.
Goal 2. Infrastructure & Environment. High-schools,
such as An Khánh Secondary School are designing Rạch Ngỗng Park rainwater catchment, filtration and storage, as well as community gardens and green infrastructure (2.4, 2.5). The CRO seeks help in planning for solar energy development, a system of public buses and bike lanes (2.10, 2.11), and GIS monitoring of climate threats and mitigating steps (2.9, 2.13). The CRO encourages “public space for community activities” and research of climate change adaptation, salination, potable water, upstream dams, and renewable energy (2.7).
Goal 3. Economy & Society. The CRO advocates “local value chain” economics whereby households and communities add high value to agriculture and aquaculture production before shipping goods to cities and other countries (3.2, 3.5, 3.7 -3.10). In addition, ecotourism is proposed as a network of farmers, entrepreneurs and
students who creatively market Cần Thơ products and services. Sustainability and resilience curricula are key to creating a “learning moment” for lasting solutions to pressing challenges.
Goal 4. Health & Well-Being. Poverty reduction begins with job and vocational training (4.1, 4.2) for “disadvantaged and vulnerable” groups—marginalized women, migrants, landless households, and areas hit by climate shock and stress. The shifting economics of urbanization “cause considerable changes in livelihoods and employment” (4.9). Education must further equitable, inclusive well-being.

Summary of the CRO Strategy
Read along as you listen to this summary of the CRO Strategy for the next decade. Take notes. Prepare to identify Cần Thơ City’s primary objectives, as well as the role of students in achieving these goals.
The vision of Cần Thơ is to become “A green, sustainable, proactive and integrated river city where people enjoy prosperity and safety from shocks and stress, and no one is left behind.”
This CRO vision is ambitious. Its four goals call for high school engagement. If Bending Bamboo advances being “bilingual with purpose,” then students knowledgeable of the climate and environment through Vietnamese and English resources are key contributors to solutions now.
Goal 1. Leadership & Strategy. City departments and diverse stakeholders are to integrate their planning for infrastructure (roads, pipes, sewers, drainage, flood control, and parks). Included among stakeholders are high
