to the Executive Committee for critical review; and to the Commission for adoption as a draft standard.

A shortcut to speed up work is to leave out the second round of comments:
At STEP 5 the Commission may decide to take three decisions at once: adopt at STEP 5; omit STEPS 6 and 7; and adopt at STEP 8.
