Congressional Conference Committee Reduces Required Dual Status Position Conversions
to 12.6 Percent, Retains October 1, 2017, Conversion Deadline
This November, a congressional conference committee working on the 2018 National Defense Authorization Act (NDAA) endorsed provisions passed by the Senate on conversion of dual status technician positions to Title 5. The Senate bill reduced from 20 to 12.6 the percentage of positions that must be converted, but retained the current conversion deadline, October 1, 2017. The House bill would have cut the percentage to 4.8 and postponed the deadline to October 2018.
The conference committee’s decision is expected to stand, as the House or Senate could change it only by voting to reject the entire 2018 NDAA. Such a vote is unlikely.
