and initially due April 2017, onthefeasibilityofconverting remaining dual status technicians to AGRs. The reason for this failure seems obvious to us. Converting technicians to AGRs is not feasible. AGRs, due to their right to retire at any age after twenty years, cost far more than civilian employees. Consequently, the opposite conversion, eliminating
AGRs, is the right choice. It seemstousDoDsimplydid not want to submit a report acknowledging these truths.
Much remains to be done. Right now, for example, because of reduction of the conversion percentage to 12.6 and the continued existence of the AGR program, it seems possible that three identical finance positions, in
the same work section, could be occupied, respectively, by a newly converted Title 5 employee, a Title 32 dual status technician, and an AGR member. By pointing out the absurdity of such situations, to the extent they exist, ACT could show Congress that the job of optimizing full-time staffing of the Guard remains incomplete.
