INACTIVE STALLIONS
The following is a list of registered New Mexico Stallions who have
not fulfilled the EVA testing and/or vaccination requirements for the 2018 breeding season as of March 1, 2018. Please be aware of this when making plans to breed your mares.

Be advised that any stallion that has been marked as INACTIVE will be charged a $200.00 Re-Activation fee to be listed as an active New Mexico Stallion again. The stallion must be current on EVA vaccinations to be Re-Activated, or have semen tested for EVA if annual EVA vaccinations have lapsed. After the stallion is Re-Activated, any foals conceived while the stallion was INACTIVE will be eligible to be registered as New Mexico Breds WITH PENALTIES.
If your stallion is on this list and has been vaccinated this breeding season for EVA, please have the veterinarian who administered the vaccination fill out the EVA Booster Certification and mail to NMHBA PO Box 36869, Albuquerque, NM 87176 or Fax to (505) 265-8009, and notify NMHBA at (505) 262-0224 as soon as possible.
RACEHORSE DEPRECIATION
THREE-YEAR RACEHORSE DEPRECIATION RETURNS RETROACTIVELY FOR FISCAL YEAR 2017
LEXINGTON, Ky. (Friday, February 9, 2018) President Trump today signed into law the Bipartisan Budget Act, a bill that among other measures extends retroactively for fiscal year 2017 uniform three-year racehorse depreciation, an important tax provision supported by the National Thoroughbred Racing Association (NTRA) that expired in 2016 alongside certain other expired tax provisions. The bill also funds the federal government until March 23.
Three-year depreciation is an investment incentive for racehorse owners that had been in place for several years before expiring at the end of 2016.
“We wish to thank Senate Majority Leader Mitch McConnell for his continued support for our industry,” said NTRA President and CEO Alex Waldrop. “We’ve worked with the Leader for over a decade on our industry’s unique issues, and we appreciate his continued efforts.”
Prior to the 2008 Farm Bill, which became effective January 1, 2009, racehorses 24 months of age and younger when purchased and placed in service, were depreciated on a seven-year schedule that did not accurately reflect the length of a typical racehorse’s career; only racehorses over 24 months old were depreciated using a three-year schedule.
The NTRA will continue to advocate for tax policies that accurately reflect our unique industry.
BOARDING BROODMARES
DO YOU WANT TO BOARD YOUR PREGNANT BROODMARE OUT OF STATE? HERE IS WHAT YOU NEED TO DO.
1) You must submit the “Request Form for Broodmares in foal to leave the state of New Mexico” within 10 days of leaving New Mexico along with the $500.00 fee. If this has not been done within 10 days, the fee will be $2,000.00. All fees are nonrefund- able. In case of Embryo Transfers, both the Donor Mare and Recipient Mare are subject to the $500.00 fee if taken out of state even if the Donor Mare is open.
2) The mare must return to New Mexico to foal. The “Brood- mares in foal returning to the state of New Mexico” form must be submitted to NMHBA prior to foaling (if sent by mail, the postmark must be prior to foaling date) or a $2,000.00 penalty will apply. All documents required for travel from out of state including health certificate, coggins test, etc. must be provided with this form.
