§ 319.361 states: “(a) The stewards shall
order specimens collected for testing under this subchapter in accordance with this section. (b) A specimen shall be collected from each horse that finishes first in a race. (c) In addition to the horse designated under subsection (b) of this section,
a specimen may be collected from the following horses: (1) a horse that finishes second; (2) a beaten favorite; (3) for a race with a gross purse of $50,000 or more, the horse that finishes third; (4) a horse selected at random by the stewards; and (5) any other horse designated for cause by the stewards or the commission veterinarian.”

INDIANA GRAND EXTENDS MEET
Indiana Grand Racing & Casino requested four additional racing days for the 2021 racing season, and the dates were approved by the Indiana Horse Racing Commission on Sept. 16. The track will now offer racing on Columbus Day, Oct. 11 and extend the final day of racing to Nov. 11. The previous closing day was set for Nov. 8.
Several factors played into the request for additional racing days. Business levels have exceeded expectations this season to cover purses over four additional racing days plus the horse population is growing for the final two months of racing with horsemen seeking additional racing opportunities in Indiana. The track cancelled racing for one day in August due to extreme
heat, which will be considered a make-up day on Columbus Day.
“We’re very pleased to be in a position where we are able to request additional racing dates at the end of our current 120-day meet,” said Eric Halstrom, Vice President and General Manager
of Racing. “The Indiana horsemen, our loyal partners, are very deserving of these additional opportunities and, upon approval from the IHRC, we’ll end our meet with a bang on Veteran’s Day, November 11.”

CARTER EARNS AWARD
G.R. Carter Jr. received the Uphill Push Award on Sept. 11, at the Caesars Entertainment Jockeys and Jeans Fundraiser at Monmouth Park Racetrack in New Jersey. The award is given annually to the person who did the most to aid disabled former jockeys.
In the fall of 2020, Carter was made a Jockeys and Jeans Ambassador, and he quickly went to
work. Last year, the charity’s annual Jockeys and Jeans Stallion Season Sale included Quarter Horse stallions for the first time, and Carter personally sold stallion fees that totaled nearly $32,000.
All proceeds from the sale and the event go to the Permanently Disabled Jockeys Fund (PDJF), which provides a $1,000 monthly stipend to more than 60 American jockeys who suffered career- ending racing injuries.
Carter, who rode more than 30,000 races, knows what he calls “a jockey’s nightmare” can happen to any race rider.
“It doesn’t matter if you’re riding at a C track or Saratoga, becoming permanently disabled and in a wheelchair can happen to any of us. Those 60 former jockeys gave the rest of their lives to horse racing, and this is a great way to give back to them,” Carter said.
Jockeys and Jeans President Barry Pearl, like the other five founding members, was a jockey.
“Anything I could think of to say about G.R. would be an understatement,” Pearl said. “He is as much a great humanitarian as he was a jockey and he is one of the best in all of racing history to ever pick up a pair of reins.”
In 24,654 Quarter Horse races, Carter won a record 3,906 and retired in 2018 with a record of more than $75 million in mount earnings. Carter has been named the American Quarter Horse Association Champion Jockey 10 times, including six years consecutively from 2003 to 2008. No other jockey has won more than five titles. Carter was known throughout the racing world for his “back-flip” dismounts. He lives in Oklahoma City and is an avid team roper, as well as serving as the AQHA Racing Committee Chairman.
He has been a board member of PDJF since its founding in 2006 and will attend the event with his wife, Shaena.
