A Message to Readers:
Frequently on social media, I see negative comments regarding the expansion and development of Castle Rock, Larkspur and surrounding communities. Unfortunately for those nay-sayers, change is both inevitable and predictable given the increase in the population of Douglas County. There are opportunities to participate in the planning process and give your input to government of cials. The Castle Rock Town Government and Larkspur Town Hall are always looking for volunteers to serve on commissions, advisory committees and councils to participate in the community and economic development process. Anyone who has the time and talent might want to consider becoming an active volunteer to positively impact these changes within our community. My goal in this monthly column is to inform our readers about current and planned changes going on around the Town of Castle Rock and Larkspur without making judgment or editorial comments. ~ Wade
Encore at Castle Rock:
The largest construction project currently underway in Castle Rock
is the Encore project. Just look for the tall cranes and hub of activity
such as a never-ending parade of cement trucks, earth movers, and
constructionworkers. Theprojectincludesaseven-storybuilding
that will have residential, retail and o ce space on the west side of
the building adjacent to Wilcox Street and a parking garage on the
east side adjacent to Perry Street. The project also includes a plaza area by Town Hall and an additional plaza space by Wilcox Street. The ground  oor will contain retail and o ce space, while  oors two through seven will house 124 for-sale condos. The parking garage will have 601 spaces total, 308 of which will be for public use. Encore is a large- scale mixed use commercial and residential project which once completed, will have the following amenities:
• 1, 2, & 3 Bedroom condo units (124 total condo units) • Below-grade parking
• Dog park • Club room • 29,000 square feet of ground  oor commercial/retail space
• Fitness center featuring a golf simulator and hot tub
*This $72 million project is expected to be completed by the Fall 2021. Once completed, it will have a major impact on the level of activity and commerce for Castle Rock.
Echelon at Terrain:
The Garrett Companies, on behalf of Poplar Investments Inc., has submitted a revised application plan for a Site Development Plan for an apartment complex on the northeast corner of Founders Parkway and State Highway 86. The location was zoned for up to 400 multifamily units. The  nal plan proposes 17 three-story apartment buildings containing 238 residential units, and 505 parking spaces which are to be provided via 169 attached garage spaces
