STEPS TOWARDS AN AGREED STATEMENT OF FACTS
And stipulations
2 The Integrated Development (Continued)
Reloading a Design and Access Statement which would not open on the MSDC
website;
The division between social and market housing was changed to include 10
intermediate housing. Page | 4
These revisions and the integrated plan in page 34 of the Design and Access Statement (Figure
2) did not come to light until the application was reloaded onto the MSDC website. The plan
– possibly included in the application inadvertently - revealed an outline for a further 4
10
modules and 59 parking spaces on the WH:LIC and WH:NCP sites.

Figure 2: Site plan suggesting an integrated development involving the WH:LIC and NCP sites
No explanation of the green shaded area was given anywhere in the application, but it is
obvious that on or before April 2018, plans had been prepared for an integrated
development of 12 blocks, 120+ dwellings with around 144 parking spaces. The ratio of 0.83
parking spaces for each dwelling in the application plan can be extrapolated to indicate an
integrated development of 120 units with 144 parking spaces as follows:

Table 2: Estimated developments on the three – integrated WH- sites
10 Because there is absolutely no reference to it anywhere in the application
11 The precise number is not clear on the plan. An allowance is made for 15% for spaces under-cover
12 154 if a similar ratio of 19% of undercover parking spaces are planned. 154=118 flats which is rounded to 120
13 Mathematically equal to 187 flats on a (ratio of 1.30 spaces per unit). However, a figure of 120 has be used in
this paper
14 This is more double the already overbearing parking facilities on the existing EDF site
