     reality observed in practice. It demonstrates how many programmes collapse under

     pressure, becoming a 'sunny-weather proposition' rather than a storm-tested

     Conclusion: Psychological safety cannot remain a 'sunny-weather slogan.' It must be

     storm-tested — in boardrooms, in courtrooms, and when billions are at stake. Until
     retaliation is criminalised and independent external speak-out systems are enforced,

     most corporate programmes will remain a veneer rather than a protection.
