                                    26 YEAR END: Assembly Speaker Stanley Steingut givesconcession speech at the Madison Democratic Club on ChurchAve., Election Night, Nov. 7 (M ichael Cuiccio Photo).Weinstein Makes ItFinal; Steingut OutBY PETER HALEYAssembly Speaker Stanley Stein - gut%u2019s 26 years in politics ended election night, Nov. 7, when a comeback attempt from his September primary loss to Democratic candidate Murray Weinstein fell short by a thousand votes.Steingut, who had taken his comeback attempt on the Liberal line to the streets and at times door to door, went out fighting and standing on a tabletop with his family, he told his supporters, who packed the Madison Democratic Club on Church Avenue and remained to hear Steingut%u2019s concession speech, %u201c it was a fight that had to be made.%u201dSteingut praised those in the room for their support and said that their efforts and his had been made %u201cwith our eyes wide open, fully aware%u201d of the effort needed to regain his 41st Assembly District seat.%u201c It was a miracle within our grasp but it was not to be,%u201d said Steingut. %u201c I am proud to leave behind a record of government reform and landmark legislation in the best Democratic and progressive tradition. %u201dAssemblyman elect Murray Weinstein kept Steingut behind by maintaining a winner%u2019s share of the heavy turnout in the 41st%u2019s Flatlands and C'anarsie neighborhoods and holding down Steingut%u2019s victory margins in the Crown Heights and East Flatbush neighborhoods, where the Speaker was strongest. At the New Way Democratic Club on Ralph Avenue Weinstein said, %u201c The election belonged to the people. It was their choice.%u201dThe people, the Jews, Italians, and Blacks, who make up most of the District%u2019s voters, made their choice in a similar pattern to their Democratic primary decision, and Steingut supporters at the Madison Club election night blamed the failure to widen the gap in pre-Steingut areas and his place on the lesser known Liberal line for his 10,000 votes to 9,000 vote defeat.If Steingut%u2019s loss was his own, then W einstein%u2019s victory was shared with Councilman Ted Silverman, and Manhattan Borough President Andrew Stein who teamed up with the novice politician, to hit Steingut hard on his alleged relationship with nursing home czar Bernard Bergman and his alleged attempts to cover-up the nursing home scandal while Speaker.Steingut%u2019s anti-death penalty stand and his supposed neglect of his own district were also hit.The Weinstein team hit so hard that despite the active support of the state and city%u2019s powerful Democrats like Senator Daniel Moynihan, City Council President Carol Bellamy, Congresswoman Shirley Chisholm, Mayor Ed Koch and numerous others Steingut lost his seat.Mega Keeps GOPStronghold of 21st S.D.BY IRENE VAN SLYKERepublican Christopher Mega kept the Bay Ridge-Park Slope State Senate seat in GOP hands in a hotly-contested race against Democratic newcomer John Carroll, a Park Slope attorney.The retirement of incumbent Republican William Conklin, after 24 years of service, opened up an opportunity for a Democratic candidate in a district where Democrats outnumber Republicans 3 to 1, but Carroll couldn%u2019t make a win.All day campaign workers had brought back reports of a heavy voter turnout in the Park Slope, Bay Ridge, Bensonhurst and Sunset Park communities of the 21st S.D. and the turnout ran 70% of eligible voters, observers said.Jack Carroll was not sure that the unexpected voters would help his prospects. \that a heavy turnout helps reformcandidates,%u201d said Carroll, %u201c but a heavy vote in some areas might not be to my advantage. But, I%u2019m glad people went out and voted,%u201d he added quickly.The first reports trickled in at 9:15 to the 15th Street Carroll headquarters in Park Slope, and seemed to show that he was doing better than expected.Half an hour later a crowd of campaign workers had gathered outside. Inside people were taking results from newly arrived pollwatchers and entering them on a master list which were then fed in a small computer.A little after ten, Assemblyman Mega was sure he had won, noting %u201cI am satisfied with the results.%u201d His campaign manager claimed a 4000 vote lead.Jack Carroll conceded at 10:15 p.m. but %u201cnot by that many votes.%u201d %u201cThe Campaign was a lot of fun,%u201d Carroll said. %u201cI enjoyed it.%u201dIf you%u2019re thinking of college, the questions keep mountingWhich one?
