(Vincent Corigliano Photo)Newest Endangered Species:City Park Recreational DirectorsTen years ago the Parks Dept,had close to 900 Recreationdirectors working in the field;teaching city children basketball,baseball, tennis, etc. Many cityyoungsters got their first lessonsfrom these recreation directors.Names like: Althea Gibson,Sandy Koufax, Rico Petrocelli,Connie Hawkins, A1 and DickMcGuire, Red Halseman, AdolphSheayes, Karim Abdul Jabar, EdKrainpool, Tommy Davis, JoeTorre, and Tony Jackson were firstdeveloped in our city%u2019splaygrounds.Still others who made it intocolleges on athletic scholarships,due to the dedication of theserecreation directors, have goneinto medicine, law, education,accounting, engineering, electronics, science, etc. Many wouldnot nave been able to make theirmark in the world without thisopportunity. Often a child who isnot doing well in the academicfield, improves significantly afterachieving success in sports.Currently there are 311recreation directors in the entirecity. Eighty-five are scheduled tobe retired. Half of them are employed in desk jobs. With themandatory retirement rulesconcerning recreation directors ineffect, by 1980 there will be 22recreation directors left.One of the over-worked, %u2018aucourant%u2019 catche-phrases concerning education one hears thesedays is that most education takesplace outside the schools. Yet theboard of education, the YouthServices Agency, the AddictionServices Agencv and the UrbanTask Forces have been grabbingmillions of dollars for programswhich apparently don%u2019t help ourchildren, but are designed toprovide jobs for the favorites ofsome of our city, state and federalpoliticians. PRCA has putprovisional %u2018Recreation Directors%u2019into desk jobs whose qualificationsappear to be that they have friendsin high places.While the regular RD%u2019s had tohave specific qualifications underthe civil service test, the StateBoard of Regents, which is supposed to be the final authority onRD%u2019s has never establishedcriteria for state certification inthe matter.
