Brooklyn with its long waterfront and hundreds of miles of streets would be a perfect spot for New York to initiate a street bikeway program.\\the costs of weekend excursions in the country get more expensive, recreational bicycle trips through Brooklyn become more appealing, ing.\The Councilman reports that under the Federal Highway Act of 1973 funds are available on a matching basis for the construction of bike lanes. One State which already has taken the bike initiative is the State of Oregon where one percent of the State gas tax must be allocated toward the installation and maintenance of bike lanes. In addition, California, Washington and Michigan have passed laws funding bike paths.Richmond said: \represent a system of secondary routes leading from commercial and residential sections of Brooklynto schools, parks, playgrounds and the Borough%u2019s cultural institutions. The paths would be increased for the bike rider because both motorists and cyclists would be granted the right of way.%u201dAccording to Richmond, the bike path could be marked with either cones, striping or physical barriers. They should be at least six feet wide on concrete wherever possible. During the first three months of 1973 the Federal Government disbursed over 29 million dollars for bikeway projects connecting with or adjacent to highway construction. However, applications for this federal money, part of a revenue sharing package, must be made to the State Department of Transportation.Richmond concluded: \work of bike lanes will help alleviate traffic congestion, help ease automobile pollution and produce healthier and more physically fit New Yorkers. The program for Cooley%u2019s Anemia victims at Long Island College Hospital is the first of its kind in Brooklyn.The facility, established with the aid of grants from the Brooklynbased Ficarra-Caltabiano Chapter of the Cooley%u2019s Anemia Blood and Research Foundation for Children, Inc., and the Allied Retail Butchers Association of Brooklyn, will be officially dedicated in ceremonies to be held at the hospital on Wednesday, May 8th, at 11 a.m. Radio, TV and stage personality Julius LaRosa, national chairman of the current $1 million fund drive of the Foundation, will be a special guest at the ceremonies.Cooley%u2019s Anemia (a disease that afflicts hundreds of thousands of children across the country) was first diagnosed by Dr. Thomas A. Cooley, a Detroit physician, in 1925. It is caused by an inability of the body to produce normal red blood cells. There is no cure for the disease, but periodic blood transfusions can usually keep victimsalive until their late teens. Without the transfusions, however, victims would not live beyond infancy.The Cooley%u2019s Anemia Foundation recently launched the $1 million national fund drive to support expanded research as well as to support the Foundation%u2019s ongoing patient service programs. The Foundation had its beginnings in Brooklyn, N.Y., where seven families faced a common crisis - a desperate need for blood transfusions for their children. They arealso champs In Division One In Brooklyn.Locals Form Civilian Sanit Patrol For Park Slope-Prospect Hts.On' April 22, nine residents of Park Slope and Prospect Heights along with Downtown Brooklyn Association Field Force Workers, John LaCarrubba and Kevin Cunningham, and Sgt. Dan Grossane of the 78th Precinct took the Sanitation Civilian Patrol training session given by the Environmental Protection Administration and sponsored by the Triangle ParksFlatbush Avenue Improvement Committee.The Sanitation Civilian Patrol consists of local residents trained to tour their neighborhoods and locate and report violations of the Health Code. The success of a pilot program in Queens in 1973 led the E.P.A. to expand the program to all boroughs where strong civic organizations function.The Patrollers look for such violations as unclean sidewalks on commercial streets where stores put out refuse too early for collection, and apartments with improper or insufficient trash receptacles. The patrol also looks out for persons defacing property with circulars, unleashed dogs and littered vacant lots. Verbal and written warnings, followed by summonses if necessary, are issued by the Civilian Patrol members.Stan Mongin and Kevin Cunningham, the Co-Chairmen of the 1 riangle Parks Sanitation Civilian Patrol, said their group will covet Park Slope and Prospect Heights front Plaza Street to Atlantic Avenue. The East and West boundaries have not been determined.
