In addition, Bald, said that CDA staff members will spend this Saturday and Sunday putting up posters showing the candidates for each subunit in each of the community board areas.Voters will elect 17 representatives to the Area Policy Boards. The candidates are distributed among 6 subunits of each community board area.The 33 member Area Policy Boards, which will also haveCDA appointed representatives from the public and private sectors, will have approval power over plans, priorities and policies of the CDA program. Citywide the CDA will administer some $25 million anti-poverty funds.People do not need to be registered voters to vote, but they must be 18 years old and show proof of residency and signature. If people do not know where to vote, Bald said that CDA has set up a voter hotline at 433-3100.--I.V.S.City Approves Waterfront PlanAfter laying it over in August, the Board of Estimate, on September 13, approved three proposals designed to reopen the Columbia Street area into an active and viable industrial commercial and residential area.Designed jointly with the City, State and Port Authority, the plans will create a containerport shipping business on the shore surrounding the Atlantic Basin and build low and middle income low-rise housing along Columbia Street. They were raucously approved by Community Board Six just before the summer and okayed by the City Planning Commission two months ago.The first stage of construction will run the state $12 million, with the city chipping in $8 million. All told, the development should cost $54 million. No date for the beginning of construction has yet been set.Registration Deadline NearNow that the 1970%u2019s are coming to a close you might wonder what you have failed to do for yourself during the %u201c me decade.%u201d At least 50 percent of New Yorkers are not registered to vote, and if you want your voice heard in next year%u2019s primaries for President, United States Senator, Congressmen, Assemblymen and State Senators you%u2019ll have to be registered by October 9th.There will be two days during which people can register in their local polling place - September 29 and October 2 from l-9pm, or people can register by mail. To find out where your local polling place is or for any other information, call ihe League of Women Voters at 674-8484 or the Brooklyn Board of Elections, 522-2441.Buses To Return To FultonThe buses which are supposed to run along Fulton Street, but were taken off when accidents to pedestrians look place a few weeks ago, will be returned when construction of the Fulton Mall is farther along, possibly as soon as four to six weeks from now.Michael Strasser, Director of the Fulton Mall Improvement Association, reports that a meeting of representatives of agencies concerned with the Mall took place on September 10. At that time, the parties agreed to meet again in four to six weeks to reevaluate the situation.The Transit Authority had rereouted the buses after three pedestrians had been injured in accidents resulting from the narrow and cluttered route hemmed in by Mall construction. When the buses are returned, they will run East, as merchants have requested, rather than West as they were previously, Strasser says.City Cites Local Food SpotsPaulos Halikas of the Mobile Food Depot at 104 Bond Street was fined $125 for violating the health code. The final inspection will be held on September 20.The final inspections of the Oohlala B ar of 379 Flatbush Avenue was completed on September 6, and the restaurant was closed. Parkwest Deli, Inc. of 217 Prospect Park West, had been fined for violations of the code, and had its final inspection on September 6, the violations were corrected.Two Borough Ferry DelayedAn opening date will be set soon for the beginning of ferry service from Fulton Ferry landing to the South Street Seaport in Manhattan. The rebirth of ferry service, last available some fifty years ago, had been tentatively scheduled for September 18, but paperwork and technical preparations are still going on. The ferry will first be run in a demonstration project to see how it can be most useful and economical.Cynthia Goulder, the Assistant Director of the National Maritime Historical Society and President of Puttcm Ferry Renaissance Association, said the ferry plans involve %u201c tremendous coordination of something unusual.%u201d She emphasized that a number of agencies are cooperating in getting things ready, and that the owner and operator of the new ferry, John Sullivan, has been busy looking for %u201c chairs and flags%u201d and the other details which will make the ferry both functional and a pleasure to ride.--L.H.
