A new chairman was announced for the Parks Committee: Miriam Johnson, a resident of Crown Heights. Her co-chairman will be iuiia Bedenkorf, a Prospect Heights resident. It is hoped that Boards Eight and Nine will continue to work together the issue of Parks, and there are positive plans for the future. %u201c We needed someone strong%u201d , said Alphonso Wright, district manager of Community Board Eight, %u201c and we are very pleased to have Miriam Johnson in< this position.%u201dFire and it%u2019s fatality rate in Crown Heights was discussed by Dr. Deborah Wallace, Public Interest Scientific Consulting Service President. She recommended that Community Board Eight keep the pressure on the Fire Department to continue arson prevention in Crown Heights, because proposed budget cuts are anticipated to cut out these programs.Board members unanimously voted to reject the Human Resources Administration%u2019s proposal to move their office from 823 Eastern Parkway, (which they now share with the Sanitation Dept., Housing and Preservation, and the Parks Dept.) to 1180 St. John%u2019s Place. The board members did not think it was a good place for the office because the building has a lot of violations. Board members, as well as HRA staff, will search for other sites.%u2014J.L.St. George Towers OpensAfter extensive renovation delays, tenants began to move into the St. George Towers Apartments at 111 Hicks Street in Brooklyn Heights on Friday, Dec. 7. The apartments are the result of the conversion of several buildings of the St. George Hotel, developed by a consortium called GBS Associates, which includes Starrett Housing as one of its partners.Rental agents for the building are I.S. Sopher, Inc., whose representative, Bryce Blore, reports that people have started moving into floors 6 through 10, with floors 13 and 14 coming up. Blore says that most apartments are rented, but that there are occasional cancellations on smaller apartments while some duplexes on the top floors, with spectacular views and rentals in the $925-945 range, have not yet been taken. Blore adds that the %u201c Grill Building%u201d , which was later getting started on renovations than the other buildings, will be renting in %u201c about January%u201d with February or March occupancy as the goal. The Grill Building has 27 apartments of various sizes, with rentals from $400-$925, approximately.Future tenants report that they had been given an August 1 occupancy date for apartments in the Towers.%u2014L.H.Coterminality Delay OkayedThe City Council Committee on Governmental Operations has voted unanimously to support the Mayor%u2019s request to postpone implementation of coterminality for the Police Department until December 1982.Councilmember Abe Gerges, a member of the committee, reports that in the Committee%u2019s hearing Deputy Police Commissioner William Devine testified that \districts that want coterminality and where it can be implemented the Police Department would work Towards that end.%u201dCoterminality, or redrawing the boundaries of service districts of city agencies such as the Police Department and Sanitation according to the lines of community boards, has been implemented in the Bronx, but in other parts of the City, notably in the southern part of Brooklyn and lower Manhattan, therelhas been fierce opposition to the PoliceThe full City Council on December 11th voted to support the Mayor%u2019s request for a moratorium, with all Brooklyn%u2019s Councilmembers voting in the affirmative%u2014IVSLocal Jail Issue BroughtOfficials of the City%u2019s Office of Criminal Justice and Department of Corrections wifi be taking their case for putting a jail in Downtown Brooklyn, on the block opposite the Criminal Court on Schermerhorn Street, to Community Board Two. Harvey Schultz, Executive Assistant to the Borough President, reports that Borough Hall has urged the jail planners to be %u201c as open with the community as possible%u201d in selecting the site for two facilities needed in the downtown area in order to replace Riker%u2019s Island, which will eventually be leased to the State.The choice of the site along Schermerhorn between Smith and Boerum Place is dictated by the obvious gains in security to be had by putting the jail so close to the court. Though Schultz says that more than one site may well be presented to the Community Board, he adds that Criminal Justice officials believe that two 400-450 person facilities can be %u201c stacked%u201d on fRe site without producing an offensive structure. Those planning the jails, including Coordinator for Criminal Justice Herbert Sturz, emphasize that the new jail in lower Manhattan at Police Plaza is a good example of how attractive a jail can be.Board Two Chairman Grantley Crichlow reports that the jail question has been assigned to the Safety, Housing, and Zoning Committee of the Board.
