(Phoenix/PearsonPhotos)Community Board Approves AtlanticTerminal Plan At A Heated MeetingBY LIZ KOCHAmid an atmosphere o f bitter exasperation and miger,downtown%u2019s Community Board Two (CB2) verted its approval o f iegal changes required for developer JonathanRose%u2019s Atlantic Terminal and Brooklyn Center projects.The sections o f the plan that require approval in theCity%u2019s Uniform Land Use Review Procedure (ULURP)now go to the City Planning Commission for its rccommendatksn within SO days, and then before the Board ofEstimate for final approval.In die course o f the three-and-one-half hour meetingo f the local %u20acB 2 on June IS at 101 W illoughby Street,members voted on six ULURP items pertaining to Rose%u2019sAtlantic Terminal (ATURA) project, a housing, retailand commerdai development piaimed for the largelyempty land east o f Atlantic and Flatbush A ves., and fiveitems relating to ms rbasc u cc mcrciai uuu icuiilBrooklyn Center project.A handful o f board members tried unsuccessfully untilthe last minutes o f the meeting to include language in theboard%u2019s final recommendation to the City PlanningCommission calling for the developer to address somespecific housing, job and business needs in his plan aswell as changes in the physical plans for the site.However, when the finai vote was taken on each o f theunamended agenda items they passed overwhelmingly.Rose first announced his plan for the 22-acre AtlanticTerminal ate a year and a half ago. The huge development, as outlined in the plan, will create 643 moderatemid middle income condominiums, two 24-story officetowers, up to 255,000 square feet o f new retail space(induding a 50,000 square foot supermarket fronting onAtlantic Avenue) and a 1,000 car garage.The rose plans for the Brooklyn Center project area,Between Flatbush Ave. and Ashland Place, south o fFulton St., call for building a new 12-story officeUukUiig with some 1.2 million square feet o f retail andoffice space and a 700 car underground garage.
