Jennifer Hammer

Director Illinois Department of Insurance

Governor Bruce Rauner appointed Jennifer Hammer as Acting Director of the Illinois Department
of Insurance (DOI) effective January 17, 2017, and she was confirmed as Director on February 15,
2017. Hammer brings more than a decade of experience in healthcare law and policy to the DOI.
Prior to her appointment, Hammer served as the Deputy Chief of Staff for Policy in the Office
of the Governor where she directed all policy-making decisions for the Governor’s Office and
state agencies in connection with proposed policy, legislation, rules and regulations. Previously,
she served as Special Counsel to the Governor and Policy Adviser for Healthcare and Human
Services. In this role, she coordinated all healthcare-related agencies, including the DOI. Hammer
oversaw migration of Get Covered Illinois, Illinois’ Health Marketplace as an independent
commission into the DOI.
Prior to joining state government, Hammer was Associate Vice President/Legal Counsel for
Government Affairs for the Illinois Chamber of Commerce and a lawyer in private practice with a
focus on insurance defense, healthcare, business and advising clients on legislation including the
Affordable Care Act.
