What can be Done?
Above all else, understand Chinese objectives. At long
last admit that Beijing desires or is happy enough with a
communist-ruled North Korea that distracts and threatens
China’s neighbors and enemies. And there is always the
possibility – or the added bonus – of North Korea one day
taking over the Peninsula by force or subversion.
Other useful actions include:
Prioritize and highlight human rights when characterizing
the Kim regime – and in developing and carrying out a “North
Korea policy.”
Design stringent sanctions and enforce them. Contrary to
popular belief, sanctions against North Korea have never been
tight enough, and they have never been seriously enforced,
with the brief exception of the Banco Delta Asia case in
2005, which was a good effort in terms of conception and
enforcement.
Apply maximum pressure as close to total isolation of the
North Korean regime as possible, and no luxury goods from
anywhere for the Kim’s.
Recognize that the long-suffering North Korean population
will inevitably suffer. Such is the nature of dictatorships and
taking them on.
