Al Ansari Financial Services partners with Dubai Department of

Finance to advance Dubai Cashless Strategy 2026

Al Ansari Financial Services PJSC, a leading integrated financial services provider in the UAE, has signed a Memorandum of Understanding
(MoU) with the Dubai Department of Finance (DOF) to support the Dubai Cashless Strategy 2026. The partnership aims to accelerate the
Emirate’s transition to a fully digitally enabled economy by increasing digital payment transactions across both public and private sectors to
90% and promoting greater financial inclusion.

The agreement, signed during GITEX Global 2025 within the Dubai Government Pavilion, represents a significant step forward in the
Emirate’s fintech advancement. It underscores Dubai’s ambition to become one of the world’s top five cities in digital payment adoption. The
collaboration merges the innovation and scale of the private sector with the strategic direction of the public sector to strengthen payment
infrastructure and enhance the overall digital economy.

Under the terms of the MoU, Al Ansari Financial Services and DOF will work together to accelerate electronic payment adoption, prioritising
financial inclusion and leveraging Al Ansari’s advanced digital solutions. The initiative will also integrate unbanked and underbanked
populations into the digital financial system, ensuring a more inclusive economy.

Ahmed Meftah, Executive Director of Central Accounts Sector at DOF, emphasised the importance of the partnership, stating:

“This collaboration with Al Ansari Financial Services marks a key milestone for our Dubai Cashless Strategy. As a leading non-banking
financial services provider, Al Ansari brings valuable innovation and expertise that align with our vision for inclusive, future-ready digital
finance services in Dubai.”

Amna Mohammed Lootah, Director of the Digital Payment Systems Regulatory Division at DOF, added:

“Signing the MoU with Al Ansari Financial Services represents an important step toward implementing the Dubai Cashless Strategy. The
partnership enhances the reach of digital payment solutions across all segments of society, especially among those with limited access to
traditional banking services.”
