H.E. Ahmad bin Meshar Al Muhairi, Secretary General of the SLC, highlighted the importance of
innovation as a fundamental pillar in shaping Dubai’s legislative future. He stated:

"Innovation drives our legislative processes, ensuring they remain agile and responsive to the rapid
developments across various sectors. ‘SLC Innovates’ reflects our commitment to embedding
innovation within daily operations and fostering collaboration among team members to meet Dubai’s
strategic goals."

Al Muhairi emphasized that the initiative aligns with the UAE’s national strategies and ambitious vision
for a progressive and future-ready legal framework.

Key Highlights Of ‘SLC Innovates’

Day 1: The event commenced with interactive activities that emphasized forward-thinking in
legislative development. In partnership with 01GOV, the SLC organized the Future Government
Game, an initiative designed to promote creative thinking, teamwork, and the concept of zero

bureaucracy. Participants discussed methods for anticipating future government challenges
using sustainable and smart legislative solutions.

Day 2: SLC’s leading innovators took the stage to share success stories and groundbreaking
initiatives, including:

Dubai Legislative Platform – A digital transformation initiative enhancing legislative accessibility.
Standards for Innovative Legislative Provisions – Frameworks ensuring future-proof legal
regulations.
Application of the ‘Butterfly Theory’ – A methodology to assess legislative impact on economic and
social landscapes.
Discussions also centered on fostering a culture of innovation within government entities,
redefining legislative practices, and integrating new strategies to enhance the efficiency of legal
frameworks.

Recognizing Excellence In Legislative Innovation

The event concluded with the honoring of winners from the "Badir" initiative—an employee

recognition program encouraging proactivity and innovation within the SLC General Secretariat.
The system rewards team members for their contributions to legislative advancements and
institutional excellence.
