               Previously, artists and producers were required to collect royalties individually from various
               sectors. With the creation of EMR, licenced under the Ministry of Economy, this process will now be
               centralised and streamlined. The organisation will be responsible for collecting royalties on behalf
               of rights holders from businesses that use music commercially, including hotels, shopping malls,
               broadcasters, and radio stations.
               “This new society will act on behalf of creators to collect royalties, allowing artists to focus on their
               work, knowing there is a licenced body advocating for and protecting their rights,” added Al Muaini.

               The Ministry has issued an official licence to EMR in accordance with the UAE’s copyright law,
               which until recently did not permit collective rights management without ministry approval. The
               licencing framework ensures the society operates under global best practices and is regularly
               monitored for compliance and effectiveness.
               Al Muaini also emphasised the broader vision behind this initiative: to create a thriving and secure
               environment for local and international music talent in the UAE.

               “By establishing a trusted organisation that protects intellectual property, we send a clear message
               to global talent: the UAE is a safe and forward-thinking hub for artists. This is not just about music
               — it's part of our wider strategy to elevate the entire creative economy,” he said. “The Ministry aims
               to grow the contribution of the creative industries to 5 per cent of the UAE’s GDP by 2031, and the
               launch of EMR is seen as a foundational step in that direction.”
