Entrepreneurship Monitor Report

For the fourth consecutive year, the UAE has rated #1 in the Global Entrepreneurship
Monitor (GEM) Report 2024/2025. According to the survey, the UAE was also named the
best environment for entrepreneurship and small and medium-sized businesses out of 56
economies evaluated this year.

According to expert assessments of institutional frameworks that support the
entrepreneurial environment, the UAE ranked first among high-income countries in 11 out
of 13 important measures.

The UAE excelled globally in the following areas: entrepreneurial finance, ease of access
to funding, government policies supporting entrepreneurship, government policies on taxes
and bureaucracy, government entrepreneurship programs, entrepreneurship education at
the school and post-school levels, research and development transfer, commercial and
