Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work
Applications, wrote the preface for the paper.
In the preface, the minister said that the argument in favour of proactive policy that introduces remote
work is “compelling”.
The paper looked towards examples of successful policies rolled out in other countries where remote
work policies exist including the USA, Portugal, Spain, Norway, Taiwan and Turkey.
That white paper followed a wider Dubai government and RTA study published in November 2024
which argued the case for flexible hours and remote work policies as a way of cutting traffic.
Two surveys conducted by the Roads and Transport Authority of Dubai and the Dubai Government
Human Resources Department found that either flexible hours or remote work would significantly
reduce road traffic at peak hours on Dubai’s busiest roads.
