for Development and Citizens Affairs in Dubai, including securing jobs for 33,470 Emiratis — over
8,430 in government and more than 25,000 in private companies.

               Housing and Quality of Life
The Committee, with relevant authorities, delivered 1,315 housing units, granted 10,131 residential
plots, and provided 8,663 financial and housing grants, along with 9,204 housing loans.

Achievements include a new vision for model neighbourhoods in Al Mizhar 1, Al Khawaneej 2, and
Al Barsha 2; fast-tracked allocation of 1,050 homes in Al Khawaneej; and the launch of Dubai’s
Integrated Housing Centre to streamline citizen housing and land services. Additionally, 426
citizens were exempted from housing loan repayments totalling Dh146 million.

Over the past year, 1,078 individuals benefitted from social support. Notable initiatives include the
Sheikha Hind bint Maktoum Family Programme, which provides financial, social, and educational
assistance to support family growth in Dubai.

The Dubai Weddings Initiative has facilitated 545 weddings between 2024 and May 2025, with a
projected total of 711 weddings by the end of 2025. The initiative aims to ensure that Emirati
couples account for at least 54% of weddings in 2025, rising to 77% in 2026.

Additional projects include increasing financial support for low-income groups to Dh438 million,
and launching the Family Financial Literacy Programme, which engaged 100 participants in its first
               phase.

Under digital and statistical support, the ‘Emirati’ app is projected to provide over 765 services by
the end of next year. So far, it has delivered 328 services to citizens.

In innovative endowments, total disbursements to community development funds reached Dh24
million, marking a 51.85% increase from 2021. The value of assets has grown to AED2.6 billion, a
98.12% rise since 2021. The Higher Committee for Development and Citizens Affairs works to
support all Emirati citizens through a strategic plan aligned with the goals set by His Highness
Sheikh Mohammed bin Rashid Al Maktoum. The committee coordinates with relevant entities to
deliver integrated and advanced services, and implements a wide range of initiatives in
collaboration with the public, private, and semi-government sectors.

The Higher Committee for Development and Citizens Affairs is committed to providing
comprehensive support to all Emirati citizens through a strategic plan based on key pillars that
