Dubai: Emirates Post has unveiled a special edition of commemorative stamps to celebrate the
UAE’s hosting of the 28th Universal Postal Congress, one of the most significant global

gatherings for the postal sector.

Organized by the Universal Postal Union (UPU) in partnership with 7X, the UAE’s official
representative to the UPU, the Congress is being held in Dubai under the theme ‘Leading the

Change, Creating the Future.’
The Universal Postal Congress is recognized as the UPU’s supreme decision-making body,

convening every four years to chart the future of postal services worldwide.

This year’s edition brings together delegations from 192 member countries, who will work
collectively to adopt the strategic and regulatory framework for the 2026–2029 cycle. In honor

of the host nation, the plan will be known as the ‘Dubai Strategy.’
