The United Arab Emirates is set to host the 28th Universal Postal Congress (UPC) from September 8 to 19, 2025, at the Dubai
World Trade Centre. This prestigious international event will bring together high-level delegations from 192 member countries of
the Universal Postal Union (UPU). Over 2,000 participants are expected to attend in person, with many more joining virtually from
around the world.
Hosting the Congress highlights the UAE’s dedication to shaping the future of the global postal and logistics sector while fostering
strong international cooperation in trade, communication, and service networks.

What is the Universal Postal Congress?
The Universal Postal Congress is the highest decision-making body of the UPU, a specialized United Nations agency that focuses
on the postal sector. The Congress is held once every four years and gathers ministers, heads of national postal services, and senior
experts from both the public and private sectors.
