        But the polls sparked divisions after only descendants of Qataris who were citizens in
        1930 were eligible to vote and run.


        Some members of the sizeable Al-Murrah tribe were among those excluded from the
        electoral process, sparking a fierce debate online and sporadic protests at the time.


        Danyel Reiche, a Qatar-based politics expert, told AFP a return to appointments could
        ease "societal tensions".


        "By appointing he can ensure all major tribes are represented, and no one feels
        excluded, and of course it's also a form of control for the ruling family," he said.






























        The 2021 vote also saw no women returned to the elected portion of the Shura Council.


        He said the emir had appointed two women among his 15 appointments after none
        were voted to the elected portion three years ago.
