project from either ProjectView or Microsoft Project. Microsoft took a similar
approach in Team Manager. ABT developed a similar Resource Manager com-
ponent. Although the concept appears to be sound, on the surface, something is
not working. Both the Artemis and Microsoft tools have failed to gain accep-
tance, and ABT has been acquired by Niku, I guess primarily to put a scheduling
engine into the Niku PSA (Professional Services Automation) package. The
Artemis product has been taken off the market. And the Microsoft and ABT ca-
pabilities are not being promoted.

   I guess that a contributing factor in this failure is the lack of centralized con-
trol. Resource management requires some kind of structuring, mentoring, direc-
tion, and coordination—such as we get from a central project office. These
requestor/allocator concepts suggest that the system can operate successfully out-
side a CPO. This failure also suggests that marketing research can sometimes de-
liver false results.
