FOREWORD

I would like to congratulate the Center for E-learning (CEL), University
Malaysia Sabah under the leadership of Professor Dr. Fong Soon Fook
for their significant achievement in implementing the university's
vision and mission over the past three years.
CEL has been instrumental in achieving the objectives of the key
result areas as defined in the strategic management plan which lay
an emphasis on globalised online learning, holistic student
experience and lifelong learning. CEL has established several
collaborative linkages at the national and international levels.
This has been reflected in the ongoing collaboration with the
Commonwealth of Learning (CoL) which has fostered the
development of the technology enabled learning policy at University
Malaysia Sabah. The CoL has also contributed to the development
of human resources by providing training in technology enabled
learning to the academic staff at University Malaysia Sabah as well
as the support staff who currently are involved in the management of
the learning management system SMARTV3.
The collaboration with UNESCO has served as the foundation for the
development of the Inclusive Open Educational Resources policy
which drives the implementation of inclusive open education in
Malaysia.
