Bystander : a person who observe bullying. Bystanders who observe bullying but
take no active role in that bulying are themselves classified as bullies if they fail to
take any action.

To cheer something on : to support or encourage someone or something, often
vocally.
To tattle : to secretly tell someone in authority, especially a teacher, that someone
