Where to now for BCITO?
THE BOARD OF the Tertiary Education Commission has approved a transition plan which will see all BCITO’s learners and arranging training functions (and the majority of BCITO’s employees) transfer to a new Te Pūkenga subsidiary, Work- Based Learning (WBL).
Te Pūkenga (aka New Zealand Institute of Skills & Technology) is a new, Crown- owned national tertiary education provider and the country’s largest.
This will take place on 4 October 2021, when BCITO will become a separately branded business division called the BCITO Business Division within WBL.
Usefully, current BCITO Chief Executive Toby Beaglehole is the inaugural Chief Executive of WBL, and he will also take up his new role on 4 October.
BCITO is keen to stress that although all this sounds like a big change, it really isn’t: “It’s important to remember that our qualifications and services are not

changing,” it says.
“As usual, support for employers and
learners will continue with the same BCITO people who you work with now.”
Of BCITO’s other resources, its standards-setting, qualifications development, and associated strategic/ system-level functions, plus the remainder of BCITO’s employees, will transition into the Waihanga Ara Rau Construction & Infrastructure Workforce Development Council (WDC) to be
led by Philip Aldridge (see movers & shakers opposite).
Materials and documentation associated with two specific qualifications will transition to the Hanga-Aro-Rau Manufacturing, Engineering & Logistics WDC.
The six new WDCs officially open for business on 4 October.
