Architectural Report – Ken reported a circular driveway being poured on Appomattox. It has been reported because a permit is needed, though it is not a restriction violation. A resident on Malvern Hill put a small storage building at the end of the driveway. No restrictions due to its small size. A resident on Stones River wants to put a cover over the patio behind his house and to replace the fence and move it out. He was advised that he definitely needs a permit for the fence and to make sure he doesn’t need a permit for the patio cover. A resident on Round Forest put a storage cover in the back yard. It was called in to permit office, but should not need a permit.
Henry addressed residents’ concerns about group homes in Shenandoah Estates. Henry confirmed that there is one group home in the subdivision, on Memphis at Shenandoah Ave. Henry researched and reported that the group homes are allowed to operate under federal law. They are protected under the Fair Housing Act and the Americans With Disabilities Act. The city cannot prohibit them from operating anywhere. However, the group homes must still comply with all laws, ordinances, and neighborhood restrictions. Currently it has been noted that several parking, noise, and speed limit ordinances appear to have been violated by the residents of this particular home. Henry will attempt to find out what group operates this home and is responsible for the people living there.
Newswatch and Website Report– Ed Craig – Ed reported that the website had 2204 total visits in August. Redstick 311 is a new addition with information about reporting non-emergency issues to the city. There is a place on the website for residents to enter their email address if they want to receive email alerts. October will be the 6th issue of Newswatch that Ed has published.

Public Works Report – A resident on Chickamauga asked whom to contact about fixing the sidewalk in front of his house. He was advised that, unless the damage is caused by drainage or sewer issues, it is the homeowner’s responsibility to repair the sidewalk in front of their homes.
Chester reported that he called 311 to ask about putting a roundabout at the Antioch/George O’Neal/Monitor intersections to try to alleviate traffic backups. Chester also suggested that a One-Way-Only practice should be implemented on Appomattox during the hours of 2 and 4 to alleviate bus traffic issues. He also suggested that signs should be installed near the intersection of Chadsford and Antioch to warn drivers that there is a 4-Way stop at that intersection.
