WHAT IS SECPID?
During 2019, we welcomed a number of new residents moving into Shenandoah Estates. The following is an abbreviated introduction to the Shenandoah Estates Crime Prevention and Improvement District.
SECPID is a “Special District” of the State of Louisiana, established under legislation enacted in 2010 and subsequently approved by majority vote of the residents within its defined boundaries. Like other “Special Districts” - such as the St. George Fire District – it is empowered to establish mandatory fees, and it is required by law to expend the money collected solely for the purposes set forth in the authorizing legislation. The authorized purposes are to promote the security and safety of the residents and properties within Shenandoah Estates, and to provide for improvements that promote those objectives.
SECPID is directed by an appointed independent Board of Commissioners whose members by law MUST be residents. Four Commissioners are appointed by the Shenandoah Homeowners Association, and four by State and local elected officials specified in the legislation. The President of the Shenandoah Homeowners Association is designated by law as the ninth Commissioner. All meetings are public.
The Board of Commissioners nominates and elects its own officers.
ALL COMMISSIONERS SERVE AS UNCOMPENSATED VOLUNTEERS, AND ALL COMMISSIONERS ARE SUBJECT TO THE RULES AND REGULATIONS OF THE LOUISIANA STATE BOARD OF ETHICS.
WHO ARE THE COMMISSIONERS?
They are your neighbors! They have the same interest and concern for the continuing success of Shenandoah Estates as a great place to live as you do.

Chester Welch and Diana Martin, who have served for a number of years and have been vital in making SECPID so effective, are resigning from the Board in January. Our thanks to them for their unwavering commitment to assuring the Shenandoah Estates Crime Prevention and Improvement District meets its obligation to serve the interests of the entire Subdivision.
Beth Scardina and Darryl Tate will be sworn in as Commissioners at SECPID’s next public meeting January 21, 2020.
Whether you are already paying the annual fee or not, please consider additional support for SECPID’s activities, which support and promote the value of Shenandoah Estates to its residents. Voluntary contributions may be mailed or given to any Commissioner. Checks can be made out to SECPID, and our mailing address is:
