“... The most fundamental aspect of water sources development
is regulating water in order to achieve the needed quantity and
quality, which means that when there is an excess of water, it must
be drained in a timely manner so as not to cause damage, and when
there is a shortage, it must be stored in such a way that both
the quantity and quality are suitable for agriculture, manufacturing,
and consumption. The problem is that the development of water sources
may have some impact on the environment, but if there is
inappropriate water control, when a natural disaster occurs, it causes
serious damage to the economy and the livelihoods of the people,
as well as the environment.…”
