        COLORADO’S PRIVATE INVESTIGATOR LICENSING PROGRAM – CONSUMER PROTECTION - ENDED

        As of August 31  Colorado no longer has a licensing program to vet private investigators and provide consumer
        protection. Colorado had one of the first licensing programs in the country (the NYPD badge was designed from one of
        the first PI badges used in CO), and it was one of the first laws passed when Colorado became a state. The law lasted 100
        years, until being declared unconstitutional due to lack of a definition for ‘private investigator’ in the statute (and was
        brought on by political and personal agendas) – ending in 1977. Working with the legislature, in 2015 PPIAC assisted
        with drafting legislation for consumer protection and vetting of private investigators , also protecting the profession.

        The program was legislatively, an unprecedented success, was set to sunset in five years. In 2019 PPIAC began the
        process of legislative support to continue the program. In the early 2020 legislative session – disrupted by the world
        events dragging on still to this day – to continue the program passed both houses of the legislature by over 75% support
        and went to the state governor for signature into law. Instead – and as was predicted from indirect communication with
        his staff – after the early close of the legislative session, he vetoed it on 07/11/2020 to assure no chance of a legislative

        members (state, national and international – see www.PrivateInvestigations.org/associations). We also recommend
        checking if they were previously licensed and operate under ethics and standards of practice similar to the licensing

        In mid-August, our friend in Texas (one of many), Brian Ingram, found himself hospitalized due to a serious infection. He
        is doing well and medically recovered. As might be expected, the medical costs – and temporary loss of income from his
        computer forensics – has cost him and his family. He reluctantly started a GoFundMe page to help with this financial

            “Well we got back from vacation and it seems I have contracted some weird infection and had to undergo
            emergency surgery. I’ve been in the hospital two days and expect to stay one more. This is an unexpected large

        We know Brian well – this could not have been easy for him. Dean has known Brian since 2000 when he attended one of
        Brian’s first seminars on email and web activity tracing investigations, which later became computer and phone
        forensics. Brian was, and remains, a pioneer in these areas. We personally appreciate any help to Brian and his family.
        He has not asked for any to share this link; we simply feel it is the right thing to do for a close friend.
