Presenters
 Judge Susie Morgan
U.S. District Court Judge, E.D.La New Orleans, Louisiana
Judge Morgan graduated from the LSU Law Center where she was a member of the Order of the Coif. After graduation, she clerked for Judge Henry Politz who served as Chief Judge of the United States Fifth Circuit Court of Appeal. Judge Morgan was a civil trial lawyer before becoming a United States District Court Judge for the Eastern District of Louisiana on March 30, 2012. Four months after her appointment, on July of 2012, Judge Morgan was assigned the New Orleans Police Department Consent Decree, which she has described as a life-changing experience. During the last seven years, Judge Morgan has devoted much of her judicial time and energy to working with the NOPD and her team of federal monitors toward implementation of the decree.
Danny Murphy
Deputy Commissioner of the Compliance Bureau Baltimore Police Department
Deputy Commissioner Murphy assumed his current position in Baltimore in April 2019. Previously, he served as the Deputy Superintendent over the Compliance Bureau with the New Orleans Police Department from 2016 – 2019 where he led many of the reforms achieved by the NOPD under its federal Consent Decree. Deputy Commissioner Murphy holds a BA in Political Economy from Georgetown University and an MBA from the University of New Orleans. Among his other publications, Deputy Commissioner Murphy is the co-author of Police Reform Through Data-Driven Management, a well- recognized look at NOPD’s development of a data-driven management system (called MAX, for Management Analytics for Excellence) that addresses all facets of department management. Deputy Chief Murphy was a key contributor to the creation of NOPD’s MAX system.
