Otha Sandifer
Deputy Superintendent
Professional Standards and Accountability Bureau New Orleans Police Department
Deputy Superintendent Otha Sandifer is a 28 year veteran of the New Orleans Police Department. A New Orleans native and graduate of Jesuit High School and Loyola University. He is also a graduate of FBI National Academy, Class 267 and The Senior Management Institute for Police. He has served in the United States Marine Corps MCCSSS/FMTB and the United States Navy as an instructor in PTSD at the Uniformed Services University of Health Sciences in Bethesda, Maryland. Currently, he serves as the Deputy Chief of the Professional Standards and Accountability Bureau. Throughout his career he has served in the patrol division from officer to Lieutenant to Commander. He served as Commander of the Education and Training Division and as Commander of the Compliance Bureau/Consent Decree Implementation Unit. Deputy Chief Sandifer is also a national lecturer at the FBI Academy and with the Bureau of Justice Administration for implementing, training and legal aspects of body-worn cameras in police agencies.
John Thomas

John Thomas is a New Orleans Police Officer with more than 26 years’ service in various areas including Patrol, Narcotics, Special Operations (SWAT), Mounted, Academy, Internal Affairs, Crime Lab, Central Evidence, and Compliance. In December 2015, John was appointed Deputy Superintendent over the NOPD Management Services Bureau, which, among other things, oversees the NOPD Training Academy and the Recruitment, Administrative Duties, and Early Intervention System divisions. John holds an Associate Degree in Criminal Justice from Delgado Community College, a Bachelor’s Degree in Criminal Justice from Loyola University New Orleans, and a Juris Doctor from Loyola University New Orleans College of Law.
