Sanger may amend city code on design-build projects

At tonight’s (Sept. 17) Sanger City Council meeting, councilmembers will decide whether to introduce an or- dinance to amend the Sanger City Code as it relates to De- sign-Build Projects.
The recommendation comes on the heels of a large- scale fire station renovation, something the council has supported over the past year – going as far as allowing the city to issue bonds for the $3 million project. Those bonds were reported to be doing well at the council’s last meet- ing on Sept. 3.
But as the project moves forward, the process by which it will be constructed is now in the balance as the council will
consider whether to stick with the city code, which requires any public works project over $5,000 to be awarded to the lowest responsible bidder (design-bid-build), or move to a new design-build process.
The decision is allowed un- der a California state law (SB 785) passed in 2015 that allows cities and other public agen- cies to procure construction using the alternative method for certain projects. The law has several requirements for cities utilizing the method.
The design-build process can only be used for projects more than $1 million and only for construction of a building (or buildings) and improve- ments directly related to buildings.
The report is being given by Chief Greg Tarascou, who
best be served using the tradi- tional design-bid-build process because the city would not ex- pect any complications from a new ground-up project.
In order to comply with SB 785, the city would also have to establish safeguards to en- sure the process is not subject to abuse. For example, the city would have to develop a con- flict of interest policy to pre- vent architects or engineers who prepare initial design documents, called bridging documents, from participat- ing in the design-build process of the same project.
The matter will be ad- dressed during department reports of tonight’s Sanger City Council meeting.

partment reports will be a decision to support a resolu- tion proposed by the League of California Cities that would require social media compa- nies to remove materials that promote criminal activities. The resolution would also re- quire social media platforms to not only identify and re- move such material but also provide identifying informa- tion to law enforcement for means of apprehension.

center to Fresno-based VDA, Inc. for use as an early child care facility serving kids under the age of 5 years. They cur- rently are open at half ca- pacity with strict guide- lines due to COVID-19.
In the last three months, there have been reports of increased negative activity at Col- lege Park Recreation. Unauthorized individu- als are using the parking lot to drop off unwanted items by a dumpster, teachers' cars have been vandalized, and a variety of other concerns have been shared.
Most of the perim- eter of the facility is fenced off, however, the main entrance to the center on Academy is open and accessible at all hours. Staff and VDA discussed the possibility of installing a security fence along the northern portion of the property to close off the alley- way and the front of the parking lot to prevent unwanted access after hours. The total estimat- ed amount of the fence is $7,104 and VDA, Inc has agreed to pay half.
