• A vehicle hit a bicy- clist in the area of East El Monte Way and North I Street at 3:27 p.m. The bicyclist reportedly re- fused care.

Raymond Keith Millard, age 87, of Dinuba, CA, passed away Saturday morning July 20, 2019. Raymond was born July 29, 1931 to Maxwell & Olga Millard in Dinuba, CA. Ray was very involved in the community including being Mayor of Dinuba for 8 yrs, served in Army during the Korean War, Dinuba City Council over 20 yrs, Dinuba Police Reserve Of cer, many other committees and retired from The Probation Department of Tulare County after 21 yrs. Raymond is survived by his daughters Susan Carranza and Karen Renee Wong, sister Maureen Palsgaard, four grandchildren; Michael Scarborough, Kalie Barrera, Ryan Barrera and Jesse Ray Navarro. Mr. Millard also leaves behind his great granddaughter Lena Nicole Scarborough and many other nieces, nephews and extended family. Ray and his wife Mary ”Libby“ Millard were foster parents to 87 children throughout their life.
The Millard family will have viewing at Dopkins Chapel in Dinuba Fri.Aug. 2, 2019 and a graveside service on Sat.Aug. 3, 2019
Ray will be laid to rest at Smith Mountain Cemetery.

at 3:45 p.m. Suspects re- portedly fled the scene in a four-door white Hyundai and were de- scribed as two females and one male.
