City earns another award for budget

For the second time in less than three years, the city of Reedley has received a national award for excel- lence in its annual budget presentations.
The Government Fi- nance Officers Association in Chicago announced Jan. 9 that the city received the association’s Distinguished Budget Presentation Award for 2017. The city was pre- viously honored in October 2015 for the same award. More than 1,600 cities from around the nation participate in the annual program.

Darrell Beggs
Darrell A. Beggs of Squaw Valley died Jan. 12 in Squaw Valley. He was 68.
Mr. Beggs is survived by four sons, two daugh- ters and two sisters.
A memorial service will be at 2 p.m. Saturday, Feb. 17, at Full Gospel Tab- ernacle in Reedley.
Henry Dick
Henry H. Dick of Reed- ley died Feb. 5 in Reedley. He was 95.
Mr. Dick was a minister.
He is survived by one son, two daughters, one brother, two sisters, six grandchildren and seven great-grandchildren.
Visitation will be from 4to8p.m.withawakeat 6 p.m. Thursday, Feb. 8, at Dopkins Funeral Chapel in Dinuba. Services will be held at a later date.
Andrew Herrera
Andrew Marcus Her- rera of Dinuba died Feb. 1 in Reedley. He was 18.
Mr. Herrera is sur- vived by his parents, two brothers and two sisters.
Visitation will be at 6 to 8 p.m. on Monday, Feb. 12, at Sterling & Smith Fu- neral Home in Dinuba. A funeral service will be at 9 a.m. Tuesday, Feb. 13, at Calvary Apostolic Church

The guidelines are designed to assess how well the city’s or entity’s budget serves as a policy document, a financial plan, an operations guide and a communications device.

Fred Ketscher
August 19, 1925 ~ December 6, 2017
Fred Ketscher went to be with his Lord and Savior on December 6, 2017.
He lived in Reedley since the age of 8 and was a member of Christ Lutheran Church.
Fred and his wife Florence owned Reedley Pharmacy for 39 years.
He is survived by his three children, son Mark Ketscher and daughters Darla Ketscher and Cindy Ketscher.
Celebration of his life will be Friday, February 9, 2018 at Christ Lutheran Church in Reedley at 11:00AM.

Macrina Magarin of Orosi died Jan. 29 in Visa- lia. She was 92.
Mrs. Magarin worked as a farm laborer.
She is survived by three daughters, two brothers, four sisters, four grandchildren and two great-grandchildren.

Leandro Gonzalez Mar- tinez of Dinuba died Feb. 4 in. He was 85.
Mr. Martinez worked as a field laborer.
He is survived by his wife, five sons, six daugh- ters, 30 grandchildren and 23 great-grandchildren.
Visitation will be at 9 a.m. with a Rosary at 11 a.m. and Mass at 11:30 a.m. on Friday, Feb. 9, at St. Catherine’s Catholic Church in Dinuba.

Swenning believes Harder will be an effective leader with the program and partnership.
“Number one, Jake is just
a great guy,” he said. “He’s done the job very well and he’s very thoughtful in a car- ing way. He’s perfect for the restorative program and for this type of work.”
Harder’s service in Reed- ley includes eight years at Redeemer’s Church, where he was first a children’s pas- tor and then interim senior pastor. He and his family also spent three years serving in ministries in Guatemala and
Mexico.

nee, have four children. Garza said he has known Harder since Harder’s days serving at Redeemer’s Church. He called Harder’s work with Swenning and the restorative justice program the past two
years a “godsend.”
“Jake makes a great re-
placement for John because he has the same passion as John,” Garza said. “He has a heart for this community and has a passion to steering kids to a path of righteousness.”
Harder’s background for the position stems from his college education at Fresno Pacific. He earned a bach- elor’s degree in criminology and restorative justice. His work at KCUSD campuses proved to be valuable to his experience.
“I was able to obviously learn a lot and build a relation-
ship and rapport with all the different people. Principals, learning directors and social workers within the school dis- trict,” he said.
Harder was a case worker with Community Youth Min- istries. Now, as director, he works through the West Coast Mennonite Central Commit- tee. Like Swenning, he will work with juvenile criminal and behavioral offenses re- ceived from Reedley police and KCUSD cases.
It’s a job that Harder said naturally falls into his belief system.
“My adult life, I’ve tried to be about creating justice and be with those who need that voice. This role, for me, has been one that fits who I am,” he said.
“He is a tremendous find and will be a valuable ally as we restore lives in our city,” Garza said of Harder.
