As they proceeded through the parking lot, they said the man exited his vehicle and, standing by his car door, held up what appeared to be a $100 bill while motioning them to come over to his vehicle. The two students ignored the sub- ject and continued walking northbound on North Alta Avenue. That’s when they say the subject got back into his vehicle and exited the parking lot, also northbound on North Alta Avenue. He reportedly passed the two girls slowly before continuing northbound. One of the girls called her parents as the two took a side street to evade the subject. The male subject was described as being 25-30 years old with a dark com- plexion. He was also believed to be wearing some sort of headdress. The vehicle he was driving was described as an older, dark colored vehicle. In addition to provid- ing this funding for the community the district acted several years ago to refund its general ob- ligation bonds related to previous construc- tion projects. That ef- fort resulted in a $2.8 million saving for tax- payers by reducing the interest cost related to the bonds.
