Health care leaders, state legisla- tors and medical professionals from across the region gathered in Fresno on Nov. 22 to highlight two new pro- grams that have already directed more than $110 million in state tobacco fee revenues across the state which spe- cifically help improve access to health care in the Central Valley.
With 30 percent of the statewide award going to the Central Valley, UC San Francisco–Fresno will be receiv- ing $2.8 million for 15 residency slots. Meanwhile, the city of Fresno is ex- pected to receive a total of $4.4 million for 22 positions. Moreover, the Central Valley is expected to receive a total of $12 million for 61 residency slots.
“Today, communities throughout the Central Valley continue to face limited access to affordable and timely health- care services compared to other Cali- fornia regions,” said State Sen. Melissa Hurtado, D-Sanger. “These programs are a great start to ensuring that we continue to bring in more resources for our most vulnerable communities.”
Called CalHealthCares and CalMed- Force, the programs were created by the Legislature to draw more doctors and dentists to areas of the state where the need is greatest.
The funding has directly paid for dozens of residency slots to train new physicians and allocated more than $67 million to pay off student debt for doctors and dentists who agree to see more Medi-Cal patients.

school districts. Each dis- trict has the opportunity to nominate one honoree for each of the three cat- egories. The judging pro- cess begins with a com- mittee pre-reading the nomination packets and ranking them.
The top applications are given to the final se- lection committee that narrows the field to three finalists in each category. The winners were chosen by closed ballot, and hon- ored at the ceremony.
The following winners were chosen in each cat- egory:
School Employee of the Year
• Praxades Torres III, Parlier Unified School District — Torres has worked in education for
15 years. He said of his position, “I build rela- tionships with families so they may open up to the barriers that we can overcome together. I also help the students when a family is evicted and has nofoodorisinneedof medical attention, which includes social and emo- tional support.” Administrator
of the Year
• Dr. Dennis Wiech-
mann, Sanger Unified School District — Wiech- mann has worked in edu- cation for 24 years. He said of his position, “The true power of an educa- tional leader lies in one’s ability to inspire change in the colleagues we work alongside of, the students we interact with, the par- ents/guardians we sup- port, and in the systems that exist in our schools.
If a leader is true to his or her beliefs and their behavior is congruent with their actions, amaz- ing things can happen.” Teacher of the Year
• Greg Barragan, Of- fice of the Fresno County Superintendent of Schools — Barragan is a welding instructor at the Alice M. Worsley Court School in Fresno. He has been a teacher for 15 years.
He said of his posi- tion, “Each day I ask my- self, ‘How do I prepare my students to become career-ready adults with the skills they need to get and keep a job?’ When my students complete my class, earn their certi- fication and are released from incarceration, they can have a job and a pro- ductive life. All they have to do is want it more than anything else!”
